Alliance for Biosecurity Highlights Critical FY27 Investments Needed to Safeguard U.S. Against Biological Threats

Washington, D.C. — The Alliance for Biosecurity released its updated Fiscal Year (FY) 2027 appropriations recommendations, calling for sustained and strategic federal investment in medical countermeasure (MCM) development, procurement, and stockpiling to strengthen the nation’s biodefense and public health preparedness.

The Alliance’s recommendations come in response to the President’s FY 2027 Budget Request and reflect the funding levels necessary to maintain and advance critical capabilities across the biodefense enterprise. While the Alliance appreciates the Administration’s continued recognition of the importance of preparedness programs, it urges Congress to build on its longstanding bipartisan, bicameral support to ensure these programs are fully resourced.

“Protecting the American people from biological threats, whether naturally occurring or deliberate, requires consistent and forward-looking investment,” said Alliance Secretariat and former Congressman, Jack Kingston. “We commend Congress for its continued bipartisan leadership in supporting these vital programs and stand ready to work with lawmakers to ensure the United States remains prepared to respond to evolving threats.”

As detailed in the Alliance’s FY 2027 request, the coalition recommends the following funding levels:

  • $1.4 billion for the Biomedical Advanced Research and Development Authority (BARDA) to sustain advanced research and development of over 200 candidate MCMs and strengthen the domestic industrial base.
  • $1.0 billion for the Project BioShield Special Reserve Fund to support the procurement of critical countermeasures addressing chemical, biological, radiological, and nuclear (CBRN) threats.
  • $410 million for Pandemic Influenza Preparedness to maintain vaccine manufacturing capacity and strengthen readiness for future outbreaks.
  • $1.588 billion for the Strategic National Stockpile (SNS) to ensure the availability and readiness of lifesaving medical countermeasures.

These investments are essential to maintaining the nation’s ability to prevent, detect, and respond to high-consequence biological events while sustaining the public-private partnerships that underpin MCM development. Because many MCMs lack a viable commercial market, predictable federal funding and transparent long-term planning are critical to sharing development risk, ensuring market certainty, and enabling the efficient production and deployment of diagnostics, therapeutics, and vaccines. Without adequate investment, the United States risks undermining prior research, weakening supply chain resilience, and diminishing readiness in the face of emerging threats.

The Alliance also highlighted the importance of continued coordination and transparency across federal biodefense programs, including strengthened engagement with industry partners and timely multi-year budget planning to support long-term preparedness.

“We are encouraged by Congress’s sustained commitment to these programs and urge continued action to fully fund the capabilities that underpin our national security and public health preparedness,” added Kingston.
